Representative Professional Experience
Prior to joining Cashin Spinelli & Ferretti, LLC in November 2004 Mr. Ellsworth worked for more than 16 years at Cashin Associates, P.C. in Hauppauge, NY, ultimately serving as Manager of Environmental Programs. In that capacity, Mr. Ellsworth managed the investigation and review of numerous project proposals submitted to a number of municipal and other governmental clients. Mr. Ellsworth personally has served as the primary environmental consultant to the Town of Oyster Bay for many years and to the Village of Islandia for the past several years. Mr. Ellsworth has provided technical assistance to various other municipal clients including: the Villages of Kings Point, Amityville, Lindenhurst, Port Jefferson and Ocean Beach; the Towns of Brookhaven, Greenburgh and North Hempstead; the City of New Rochelle; and the Valley Stream and Lawrence School Districts. Mr. Ellsworth's work for these municipalities included a number of individual actions proposed within their respective jurisdictions. The this role, Mr. Ellsworth has directly undertaken the review and preparation of a full range of documents pursuant to the provisions of the State Environmental Quality Review Act (SEQRA), including project management to coordinate the efforts of the involved municipalities and respective applicants.
Specific Project Experience
Town of Oyster Bay
Review of all major applications that have come before the Town, as well as numerous minor applications pursuant to SEQRA, starting more than 15 years ago. This work has involved the comprehensive review of EIS's, the preparation of "Determinations of Significance" and "Findings Statements." The project review experience has involved hundreds of applications, including the following major actions:
- Redevelopment of Cerro Wire property with proposed mall at Oyster Bay (Syosset)
- Redevelopment of Liberty Industrial property with a large supermarket (Farmingdale)
- Development of Underhill property with a residential subdivision (Jericho)
- Redevelopment of a portion of the South Oaks Hospital property with senior condominiums, assisted living facility and a Lowe's Home Improvement Warehouse (East Massapequa)
- Redevelopment of Twin County and Engel asphalt plant sites with senior condominiums and rental apartments (Hicksville)
- Redevelopment of Former Nassau County property on Old Country Road and Round Swamp Road with a mixed use facility (Plainview)
- Redevelopment of a portion of the Sisters of Mercy property with a residential subdivision (Woodbury)
- Development of former sand mining site on North Service Road of Long Island Expressway with a planned unit development (Plainview)
- Western Waterfront redevelopment plan (Oyster Bay)
- Redevelopment of the Grumman Aerospace property (Bethpage)
- Redevelopment of former drive-in theater property with a wholesale warehouse and multiplex theater (Westbury)
Additional technical assistance regarding municipally-sponsored planning initiatives in the Town of Oyster Bay has included:
- Preparation of a Generic Environmental Impact Statement for a redevelopment and revitalization plan covering the western waterfront area in Oyster Bay hamlet
- Preparation of redevelopment and revitalization plan for the waterfront area in Glenwood Landing
- Aquifer Protection Overlay legislation covering the Town's portion of the Special Groundwater Protection Area
- Completion of SEQRA process for the comprehensive revision of the Town's Zoning Code
Village of Islandia
- Review of various development applications and other actions, including preparation of required documentation pursuant to SEQRA.
- Review of expansion of Computer Associates world headquarters

Village of Kings Point

- Iona College Dormitory project and East Campus expansion project - prepared final scoping documents; comprehensive review of DEIS and FEIS for both actions, and submitted written comments regarding same; prepared SEQRA findings statement; assisted City in complying with other requirements of SEQRA
Town of Brookhaven
- Preparation of a Generic Environmental Impact Statement for comprehensive revisions to the Town of Brookhaven Zoning Code, covering non-residential zoning districts throughout the Town.
- Preparation of a Generic Environmental Impact Statement for the implementation of a community revitalization plan for the Montauk Highway Corridor in Mastic-Shirley
- Preparation of an Environmental Impact Statement covering a proposal by the Town to undertake a hard clam restoration project in eastern Great South Bay
Town of Greenburgh
- Preparation of a Generic Environmental Impact Statement for adoption of the Town of Greenburgh Comprehensive Plan, including implementing legislation for the regulation of activities in areas containing steep slopes and wetlands
- Assistance to the Town, as an interested agency, in undertaking review of an EIS prepared for the Ridge Hill multi-use development in the City of Yonkers
Town of North Hempstead
- Long Island Expressway HOV Lane - Comprehensive review of DEIS and FEIS, and submitted written comments regarding same on behalf of Town and four Villages

- Preparation of an Environmental Impact Statement for a municipally-sponsored affordable housing project in the Town of East Hampton
- SEQRA assistance to the Village of Amityville in the review of a proposed medical waste incinerator
- SEQRA assistance to the Village of Lindenhurst for a multi-family housing development on a site formerly occupied by a catering facility (Narragansett Inn)

- Preparation of a Harbor Management Plan for Hempstead Harbor, including initiatives for inter-municipal cooperation, natural resource protection and redevelopment of deteriorated shorefront lands
- Preparation of a Harbor Management Plan for Port Jefferson Harbor, including initiatives for inter-municipal cooperation, vessel mooring management and natural resource protection
- Preparation of various grant applications for the Town of Oyster Bay and Village of Port Jefferson to obtain funding for the improvement of waterfront areas for various purposes, including enhancement of public access, habitat protection and restoration and augmentation of economic activity
- Biological analysis for the Suffolk County Dredging Master Plan and preparation of a Generic Environmental Impact Statement, including a comprehensive inventory and analysis of wetlands at over 150 sites on Long Island
- Preparation of the Peconic Estuary Program Aquatic Vegetation Survey for the Suffolk County department of Health Services, involving a comprehensive biological inventory of the Peconic Bay system
- Preparation of a series of technical studies on coastal erosion abatement, hazard mitigation and marine/coastal resources for the New York State Department of State as part of the Governor's Coastal Erosion Task Force Program
- Assistance in the planning and design of stormwater mitigation systems for sites in Sag Harbor, including a wetland demonstration project
- Assistance in planning, design and permit applications for improvements to the JFK Wildlife Sanctuary and associated wetland preserves at TOBAY Beach for the Town of Oyster Bay
